Parliament approved changes to the Legal Profession Act that will make three key changes, including easier access for Queen's Counsel (QC) to argue cases here in specialised areas of commercial, banking and corporate law.

The move will allow the ad-hoc admission of QCs or their equivalent from other countries such as Hong Kong and Australia to appear in these areas but will not affect other areas involving criminal, family, constitutional and administrative law. In all cases, the courts will decide if a QC should be allowed to be admitted to argue a particular case.

The second key change will allow Singapore law firms to be more flexible in collaborating with foreign law practices. Among other things, foreign law firms will be able to share profits and equity shares in Singapore law firms through joint law ventures and alliances with foreign practices.

The proposed legal changes will also allow the Singapore Institute of Legal Education to enforce the continuing professional development programme for lawyers.
