The Government is looking into refining the rules and regulations of fundraising, as more companies take to selling merchandise with a portion of proceeds going to charity.

Speaking in Parliament on Tuesday, Acting Minister for Community Development, Youth and Sports Chan Chun Sing said: 'While we should encourage corporate social responsibility and giving spirit among companies, we also need to protect public and donor interest.'

He was responding to questions from Mr Sitoh Yih Pin (MP for Potong Pasir) on the recent Elephant Parade, in which merchandise was sold at an auction by a commercial company and a portion of the sales went to charity. Several members of the public, however, were under the impression that it was a charity fundraising event in which most of the money would go to charity.

Mr Chan said that the refined rules would include 'making clearer distinctions between sales of merchandise with partial donations of proceeds and charity fundraising, as well as between public and private fundraising'.
