There is a framework for reporting improper conduct in place for the Home Team and it is not hampered by the hierarchy of ranks, Deputy Prime Minister Teo Chee Hean told Parliament on Tuesday.

Under this confidential channel, officers can report any wrongful behaviour in person or in writing to designated persons within their department, said Mr Teo, who is also Home Affairs Minister.

If they are uncomfortable with raising their concerns this way, they can furnish the information to the Deputy Secretary or the senior director of human resources. The identity of the reporting officer will be kept confidential, Mr Teo added, in his reply to Ms Sylvia Lim (Aljunied GRC).

She had asked, among other questions, what channels are available for uniformed officers to furnish information about improper conduct of superiors.
